Local Road Safety Plan

Boone County is committed to improving transportation safety in order to reduce the risk of death and serious injury that result from incidents on our transportation systems. This plan, adopted in September 21, 2020, tells the story of transportation safety needs and outlines strategies to address those needs in our County. Implementation of the plan will improve transportation safety for the county, its people, and its visitors.

Annual Highway Report

Every year, the Highway Director presents an annual report to the Boone County Board of Commissioners and the Boone County Council.  This report summarizes the previous year’s successes and hurdles, outlines the upcoming year’s infrastructure program and establishes department goals for the next year.

Asset Management Program

The Boone County Highway Department’s Transportation Asset Management program provides a decision-making framework that is guided by performance goals.  The program draws from economics as well as engineering and considers a broad range of factors that includes physical as well as human resources to operate, maintain, and improve transportation assets, such as roads and bridges. Transportation Asset Management is a business process that focuses upon engineering and economic analysis based upon quality information to identify a structured sequence of infrastructure maintenance, preservation, repair, rehabilitation, and replacement that will achieve and sustain the lifecycle of transportation assets at minimum practicable cost.  Asset Management is about good management, effective leadership, and achieving the right organizational culture.  Both the bridge and pavement asset management plans are updated regularly based on regular inspections and condition ratings.

Right of Way Dedication

When a Driveway Permit is submitted to the Boone County Highway Department, the applicant shall convey right of way in accordance with the Boone County Thoroughfare Plan.  Therefore, Right of Way Dedication Documents are required in addition to all Driveway Permits, except for when the driveway permit is for a field entrance. Right of way conveyance shall be for the entire frontage along the county highway to which the entrance, driveway, or approach is connecting and is a pre-requisite for issuance of an applicable permit.  As outlined in the Right of Way Dedication Documents, an Exhibit “A” shall be included which may be provided a licensed surveyor, or you may use our simplified Exhibit “A”.  If the simplified Exhibit “A” is used, the owner must also provide a copy of their last deed of record as Exhibit “B”.

Boone County Thoroughfare Plan

The Boone County Thoroughfare Plan establishes goals, policies and recommendations regarding the development of a safe, efficient and balanced transportation system throughout Boone County.  The latest Thoroughfare Plan was adopted on August 7, 2017 by the Boone County Commissioners.
