County Legal Counsel

The Board of Commissioners appoints annually legal counsel to work for and with the commissioners on a variety topics directly associated with the business of the county. Their duties include but are not limited to provide consultation, direction, research, document review, litigation, etc. as it relates to items coming before the commissioners or is a part of business that is the responsibility of the board.

Beth A. Copeland is a highly respected legal professional with extensive experience representing municipalities, public officials, and government entities in complex legal matters. With a career dedicated to public service and municipal law, Beth has built a reputation as a skilled litigator and trusted advisor in government operations, public policy, and local governance. 

She has successfully handled cases in both state and federal courts, serving as lead counsel on high-profile matters and arguing before the Seventh Circuit Court of Appeals, the Indiana Supreme Court, and the Indiana Court of Appeals. Her expertise includes public negotiations, eminent domain issues, legislative matters, and transactional law, where she has played a critical role in shaping policies that impact communities across Indiana.

 Beth previously served as Chief Litigation Counsel for the City of Indianapolis, where she managed all litigation for the city, including cases involving tort law, zoning disputes, employment law, and constitutional challenges under the First, Fourth, Eighth, and Fourteenth Amendments. She also defended claims under Title VII, the Americans with Disabilities Act, and the Age Discrimination in Employment Act.

Her legal career also includes serving as Corporation Counsel for the City of Kokomo, where she represented the city before state and federal agencies, drafted key development agreements, financing documents, TIF resolutions, and lease agreements. Her legal guidance has been instrumental in driving economic development and ensuring government compliance with state and federal laws.

In 2019, Beth joined Taft Law, where she continued to devote her time exclusively to representing local municipalities. She has served as general counsel, providing legal advice and drafting key legislation for consideration. She has also spent significant time working with public safety, litigating zoning and code enforcement matters, and providing regular supervisor training to police and fire personnel. Her expertise in municipal law has led her to present instruction at multiple Accelerate Indiana Municipalities (AIM) seminars.

Beth is a graduate of Valparaiso University School of Law and Rockhurst University. She is a member of AIM and a graduate of The Richard G. Lugar Excellence in Public Service Series. She has also been involved in community service, previously volunteering with organizations such as the Invisible Girl Project.

Beth lives in Hamilton County with her husband and four children and is an active member of Northview Christian Church. She remains dedicated to serving Indiana communities through her legal expertise and commitment to public service.
