At-Large Council Member
Elise began serving on the Boone County Council in 2017 and holds responsibility for the financial management of the county through the adoption of annual budgets and the appropriation and re-appropriation of funds. She serves on the Council’s Budget Committee to provide fiscal planning for the yearly budget process and is the Council Liaison to the Auditor’s and Prosecutor’s Offices, the Community Corrections and Probation Departments and to the information technology contractor. She also represents the Council on the board of Sylvia’s Child Advocacy Center.
As an entrepreneur, Elise acquires and manages a portfolio of residential real estate, including the oversight of occupancy, renovations, and maintenance, as well as the execution of purchases and lease agreements. As a wife and mother, she and her husband, Chris, are raising four children and fully embracing this time of schooling, soccer, and family life together.
Elise was also a founding faculty member of the Hoosier Leadership Series and directed education and taxation policy for the program. This organization was established in 2006 by then-Congressmen Mike Pence, Dan Burton, and Steve Buyer to study “best practices” in public policy and to prepare principled leaders to further the founding ideals of America in Indiana.
Prior to that, Elise was recruited to join the Economic Development Policy Team of then-gubernatorial candidate, Mitch Daniels, and made recommendations that facilitated the transformation of the Indiana Department of Commerce into the Indiana Economic Development Corporation. Her further contributions included policies that established stronger executive branch oversight, reformed board responsibilities, and revised hiring practices.
In addition, as the Manager of Business Attraction for the Indiana Department of Commerce, Elise promoted Indiana’s strategic advantages of unmatched infrastructure, low taxes, and a highly skilled workforce. She directed a team of successful project managers, and together they worked to bring thousands of new jobs and billions in capital investment to the state. She also used her leadership skills to execute incentive negotiations for business recruitment and expansion projects and facilitated deliberations between corporate, utility, academic, and local government officials. Proposed economic development legislation was also analyzed by Elise for the Governor’s Office.
Elise then brought her strong public sector experience to the classroom as an adjunct faculty member of Indiana University’s School of Public and Environmental Affairs (SPEA), from where she earned her Master’s Degree. She currently serves on the board of directors for the Association of Indiana Counties and is a member of the Indiana Economic Development Association, the Boone County REMC Member Advisory Committee, Boone County Farm Bureau, the Boone County Chamber of Commerce, the Zionsville Chamber of Commerce, the Indiana Federation of Republican Women, the Zionsville Policy Circle, Zionsville Fellowship, and is a graduate of the Boone County Leadership Program. She also enjoys the privilege of serving Boone County as a Vice Precinct Committeeman and was a Delegate in 2014 to the Indiana Republican State Convention.
