Boone County Prosecutor


Todd is the elected prosecuting attorney for the State of Indiana’s 20th Judicial Circuit, which encompasses all of Boone County. He is currently in his third term of office. Todd was born in Sheboygan, Wisconsin in 1972. 

Prior to being elected prosecutor in 2002, Todd was an attorney with the law firms of Lowe Gray Steele & Darko, LLP in Indianapolis, and prior to that Parr Richey Obremskey Frandsen & Patterson with offices in Lebanon and Indianapolis. While in law school, Todd clerked in the murder & major felony division of the Marion County Prosecutor’s Office as well as for the law firm of Parr Richey Obremskey Frandsen & Patterson. In addition to his legal career, prior to becoming prosecutor, Todd was elected to serve as an at-large member on the Boone County Council. Since 1997, Todd has served as a Boone County Republican precinct committee person and Vice Chair for Center 13 and from 2002 to 2004 was a criminal justice policy advisor to the Mitch Daniels for Governor Committee. Currently Todd serves as a senior policy advisor on the Mike Pence for Governor’s public safety committee and the Susan Brooks for Congress committee.


Todd is licensed to practice law before the Supreme Court of the United States; the United States District Court of Appeals for the Seventh Circuit; the United States Tax Court; the United States District Courts for the Northern and Southern Districts of the State of Indiana; and the Supreme Court of the State of Indiana. 

In his tenure as prosecutor Todd has successfully tried numerous felony and misdemeanor cases to bench and to jury ranging from violent crimes, including murder, to drug offenses. Prior to becoming prosecutor Todd gained extensive litigation and trial experience through his representation of individuals and business entities in both state and federal courts. As prosecutor Todd has handled several "high-profile" cases and has extensive experience in dealing with all forms of media. In addition to his duties as Boone County’s elected prosecutor, judges throughout Indiana have appointed Todd as a Special Prosecutor in a variety of highly sensitive and/or complex matters.


Todd is a graduate of Lebanon High School. Todd attended the University of Evansville on a golf scholarship and while at U of E competed on the men’s varsity Division I golf and swimming teams. Todd spent his 1993 spring semester as an undergraduate studying at Harlaxton College in Grantham, England. After earning his undergraduate degree as a Bachelor of Science from the University of Evansville Todd went on to receive his Juris Doctorate from the Indiana University Robert H. McKinney School of Law.


Todd is a member of the Indiana Prosecuting Attorneys Council and has continuously served on the Council’s Board of Directors since July 2005 and was the board’s chairperson during the 2011-2012 term. Todd is also a member of IPAC’s Legislative Committee, having served on that committee since 2002. After having been appointed by the Indiana Supreme Court in April 2008 Todd presently serves on its Interpreter Advisory Board. Todd is a member and a past officer of the Indiana State Bar Association having served on its Board of Governors as its Secretary and as an elected district representative. He is also a member of the Indiana State Bar Association’s House of Delegates and is that body’s past Secretary. Todd is a currently the General Chair of the Indiana State Bar Association’s 2012 annual meeting. Todd is a Council Member of the Indiana State Bar Association’s Criminal Justice Section, and a member of the ISBA’s Litigation Section. Todd is a past member of the board of directors for the Indiana Continuing Legal Education Forum (ICLEF). Todd is also a member of the National District Attorneys Association. In addition, Todd is a member of the American Bar Association, the Seventh Circuit Bar Association, the American Association for Justice (formerly the Association of Trial Lawyers of America), the Indiana Trial Lawyers Association and the Boone County Bar Association where he formerly served as President, Vice President and Secretary/Treasurer. Todd is also a member of the Republican National Lawyers Association.
In 2005 Governor Mitch Daniels appointed Todd to serve on the Governor’s Council on Impaired & Dangerous Driving and Todd has continuously served on that board up to the present. The Council’s mission is to reduce death, injury, property damage and economic cost associated with traffic crashes on Indiana's roadways. 
Todd is a frequent lecturer in the areas of trial practice, criminal justice and professional ethics having conducted presentations and continuing legal education seminars before the Indiana State Bar Association’s Criminal Justice and Litigation Sections, the Indiana Prosecuting Attorneys Council, the Boone County Bar Association and Indiana Law Enforcement.
In 2012 Todd was selected by the Indianapolis Business Journal as one of its “Forty under 40” recipients for its 20th Anniversary Edition. According to the IBJ’s selection committee “those chosen for the “Forty under 40” are local business and professional leaders who have achieved success and excelled in their field before the age of 40. These people have demonstrated leadership, initiative and dedication in pursuing their careers, and are likely to continue to achieve in the future.” The 2012 class of recipients was selected from a group of 246 nominations. 
Todd and his wife Mary Frances live in Boone County with their three sons Toby and twins Tyler and Billy. Todd is involved in a variety of community activities, many of which stem from his elected office. Todd is the founder and current president of the Boone County Child Advocacy Center, Inc. Todd is the past general counsel for the Lebanon Public Library’s Board of Trustees and currently serves as President of the Lebanon Public Library’s Building Corporation. Since 2006 Todd has served on the Advisory Board for Witham Health Services. In addition Todd is the founder of the Henry C. Ulen Foundation. Todd also volunteers his time to several local senior service organizations and public interest groups. 

Todd and his wife are both members of Lebanon’s First Presbyterian Church where Todd is a past Deacon. Todd is a member of the Lambda Chi Alpha Fraternity, Iota Mu Zeta Chapter. He is also a 32° Freemason and a member of the Scottish Rite Valley of Indianapolis. Todd is an avid golfer and is a member of Ulen Country Club, where he currently serves on its board of directors (Vice President, 2010 – present). In addition to his golfing pursuits, Todd enjoys running, swimming (competitive/recreation), boating, water skiing, trap and skeet shooting and working and playing in and around his home with his family.
